Chad Christian, TCS, C3P, CAPS

In this role, Chad will serve as the chief officer over building the company’s departmental and organizational platform as well as the liaison between the asset management and property management teams. Chad will have direct oversight of the company’s strategic initiatives ensuring that the development and growth of Rainey is successful. Chad has years of successful experience in generating performance strategies for conventional, affordable, lease-up, and stabilized assets, and in managing client relations, education, quality assurance, compliance, business integrations, maintenance, and construction as well as ancillary revenue programs for multifamily. Prior to joining Rainey, Chad was Senior Vice President at Monument Property Management. During his tenure he helped the portfolio grow, while implementing strategies for continued performance during Covid-19. Chad has worked in regional manager and regional vice president roles for some of the nation’s largest management companies. He has worked with institutional clients such as CBRE, USAA, Wolff Company, Investors Capital Group. Chad holds his C3P credential from Spectrum, CAM & CAPS from NAAEI, TCS from NCHM, and is a member of the NAAEI Faculty

Tracy Slappey, HCCP
Vice President, Property Operations

Tracy joins Rainey Property Management with over 30 years of multifamily experience. Prior to joining Rainey, Tracy was a Regional Vice President for Pinnacle Property Management Services/Cushman and Wakefield for over a decade where she managed as many as 40 communities in her portfolio totaling over 10,000 apartment homes. A Florida native who was an English major at the University of Miami, Tracy began her property management career 30 years ago as a leasing manager in the Ft. Lauderdale market, and then continued in marketing, leasing, and property operations for Gables Residential where she assisted or singularly managed the lease-up of several new construction properties in the Houston and Austin markets. Tracy was quickly recruited by Post Properties in Dallas to oversee operations of several properties in the Uptown area, including a 22-story high rise. After several years with Post, Tracy was promoted to a Regional Manager role with BH Management where she oversaw all operations for over 2,000 apartment homes, which consisted of new construction and stabilized assets. As Director of Asset Management for RealTex Development Corporation, she directed property operations for their entire affordable portfolio. She was a Regional Vice President at Campus Advantage in Austin, TX where she managed the entire operations, including lease-ups and multi-million-dollar capital programs, for more than 3,000 apartment homes. Tracy’s specialties are in strategic planning, competitive market research, budget development and enhancement of management information systems to improve property operations. Tracy is equally adept at managing operations and leasing programs from the ground up in a variety of project types – garden style, mid-rise and high-rise. Her experience cuts across a myriad of asset types and classes and she is comfortable and skilled at overseeing large portfolios. Tracy’s ability to develop effective relationships allows her to understand her client’s investment goals and objectives, thereby achieving successful results and maximizing ROI.

Dawn Gray
Vice President, Accounting

Dawn is responsible for the management and over-sight of all financial reporting for Rainey. Prior to joining Rainey, Dawn worked for some of the nations largest and most well-respected management companies. She over-saw accounting for clients such as CBRE, JP Morgan, The Wolff Companies, and USAA.

Dawn’s expertise will be beneficial as we continue to grow our accounting team.

Claudia Argueta
Director, People & Talent

Claudia joined Rainey in October 2021. Claudia will oversee the recruiting, hiring, on-boarding process for the company as well as the training and education processes. Claudia brings 5+ years of experience being a direct assistant to an executive team in the multifamily industry as well as accounting background with another local Houston multifamily management company.

Roschell Webb, COS, QCS, PHM
Compliance Manager

Roschell is the Compliance Manager and leads our compliance department. Roschell monitors all aspects of regulatory compliance for the affordable portfolios. She manages the compliance team who thoroughly reviews files prior to certification. She works with the local and state agencies to ensure properties comply, and provides internal training as needed to ensure all team members are up to date on the requirements of the individual programs. Roschell holds the COS, QCS, and PHM certifications as well as being our TDHCA Administrator for CMTS, and HUD EIV/TRACS Coordinator.

Katrina Avila, ARM
Regional Vice President, Operations

In this role Katrina is responsible for all property operations. Working closely with the leadership, ownership, and directly supervising the team of Regional Managers Katrina will be charged with ensuring each property meets and exceeds its business plan. Katrina has thirty plus years of successful operational experience in the multifamily real estate industry, having led up to 8300 units. Katrina has multi-faced experience working with multiple property types, including new development, older stabilized communities, HUD, Tax-Credit, mid-rise, garden, and mixed used communities. Katrina holds the ARM certification from IREM.

Alan Kessman, AHS, CAM
Regional Vice President

Raised in a "real estate family" in Los Angeles, California, Alan Kessman has been a noteworthy leader in the Real Estate/Property Management sector for over 20 years. Prior to joining Rainey, Alan held many roles in his professional development, most notable was Director for Way Realty/Property Management responsible for over 2,600 units and 50 assets ranging from conventional apartments, affordable housing, office buildings, and vacation rentals. Alan is a Licensed Real Estate Broker, a Certified Apartment Manager (CAM), an Assisted Multi-Family Housing Manager (AHM), and a Certified Property Manager (CPM) candidate for 2022. Alan earned his degree in Business from Kaplan University. He believes education, organization, and communication are the pillars to success. A Los Angeles resident since 1983, Alan is an enthusiastic member of the community and enjoys being outdoors with his two dogs, an avid traveler, and always ready to sample new foods from diverse cultures.

Property Accountant

Jeronimo is a Property Accountant that works directly with the operations and asset management teams to ensure proper financial reporting. Prior to joining Rainey, Jeronimo spent several years working for a local Austin based real estate management company that specialized in student housing.

Jennifer Phan
Accounts Payable Supervisor

Jenn supervises all accounts payable functions and works closely with the onsite teams to ensure accurate date entry of all ap items. Additionally, Jenn processes payroll for the entire company. These two processes together play an important and vital role in cash management for the company.

Nina Fields, HCCP, HCM-HF, COS
Regional Manager, Operations

Nina is a Regional Manager who will supervise our Missouri portfolio.  Nina has in-depth experience with both MHDC and HUD in the state of Missouri.  Nina has supervised HUD and low income properties for 20+ years and considers herself an expert on the asset class.  Nina holds her HCCP, HCM-HF, and COS designations.  Nina has experience working with companies such as MMS Group, RMS, and Sansone Group LLC.

Dean Vinyard, CAM
Regional Manager, North Texas

Dean has 30+ years of multifamily experience both with conventional and affordable assets. Dean has experience working with some of the company’s largest management companies. Most recently, Dean was a Regional Manager for a Texas portfolio with TI Communities, and has prior experience as a Vice President and many other aspects of property management.

Kathleen Sexton
Regional Manager, Florida & Alabama

Kathleen is the Regional Manager for our Southeast Division, which includes Florida and Alabama. Kathleen is an industry veteran with a focus on multifamily housing. Kathleen has in-depth experience with all aspects of affordable housing. Kathleen joins Rainey with over 15 years of experience, most recently with Fairstead in Florida.

Thomas Baird, CAM, CAMT
Director, Rehabs & Maintenance

Thomas joins Rainey as the Director of Rehabs and Maintenance. Thomas will have a focus on implementing maintenance protocol and working with the operations teams for the maximum efficiency, while working with construction and asset management throughout the rehab program. Thomas joins Rainey with over 20 years experience in many aspects of property management, ranging from porter up to Director of Maintenance. Thomas is an well respected industry veteran who has been named the Austin, Texas, and National Apartment Association Maintenance Professional of the year in 2015 and 2016. Additionally, Thomas holds his CAM and is one of the few maintenance associates who also hold their CAM credential.

Desirae Watson
Senior Property Accountant

Desirae is a Senior Property Accountant who plays a lead role in the oversight and preparation of financial statements for Rainey. Desirae brings 8+ years of multi-faced expertise, as she has worked with multiple property types, including multi-family, new development, commercial, and student housing. Prior to joining Rainey, Desirae was a Senior Property Accountant for the largest landlord in New York City. She also brings knowledge from the operational side that makes her a more effective partner in supporting the property management team. Desirae holds a Bachelor of Business Administration in Accounting.

Sasa Potestas-Bolinao, HCCP, COS, C6P
Vice President, Compliance Services

Sasa is the Vice President, Compliance Services and over-sees the compliance administration for the entire organization. Sasa is a 16-year industry veteran who joins Rainey from Platinum Realty where she held various roles from Property Manager to Multifamily Affordable Housing Director. In this role, Sasa will directly over-see a team of compliance managers, compliance specialists, and work with our operational team to ensure each property is within its program’s guidelines. Sasa has a BS in Business Economics

Regional Manager, North California

Jennifer is the Regional Manager for a North California portfolio. Jennifer is a 15-year industry veteran joining Rainey from Platinum Realty. Jennifer is a team builder and has experience with all property types from tax credit, bond, and HUD. Jennifer holds her HCCP and COS designations.

Jeff Taft, TCS, COS
Regional Manager, Central California

Jeff is the Regional Manager for Central California and Hawaii. Jeff is an 11-year industry veteran, with 9 years in affordable housing. Jeff over-sees a portfolio in central California, as well as Hawaii and specializes in tax-credit. Jeff holds his TCS and COS designations

Jade Burgoyne, HCCP
Regional Manager, Central & South Texas

Jade is the Regional Manager who works directly with the onsite teams to ensure top level performance. Jade’s focus is on operational effectiveness while achieving best in class results. Jade brings 20+ years of experience with multifamily, HOA, and compliance. Jade has worked with some of the nation largest management companies in both operations and compliance. Jade holds his HCCP certification.

Aileen Lewis, COS, HCCP
Compliance Manager

Aileen is a Compliance manager who oversees the day-to-day file review process of an assigned portfolio of properties. Aileen joins Rainey from Platinum Realty where she oversaw a portfolio of 2000 affordable housing units. Aileen has a focus on ensuring each community is operating within its program guidelines. Aileen holds the HCCP and COS Designations and has been involved in affordable housing for 14 years.
